The area happened to be above 1. the richest fishing grounds for Ireland's fisherman, 2. also above the area of sea floor where all the undersea cables between Ireland and N. America lay.

Short story: Irish fisherman where having none of it and weren't afraid of a good dustup. Hundreds of fishing boats started assembling. They would load them up with TV cameras and journos and sail out as a fleet to mix it up with the Russians.

The Russians moved their fleet just in time.
